Board of Commissioners Meeting
March 25, 2010
Sunapee Town Offices

PRESENT: Theodore Gallup-Chairman, David Montambeault, Kurt Markarian, Paul Manson, David Cain, Christopher Leonard, Peter Hill.
Also present: Holly Leonard, David Bailey, Charles Smith.

The Chairman called the meeting to order at 5:38 p.m. and introduced Peter Hill as the new Commissioner.

Election of Officers:  Paul M. made a motion that Theodore G. remain in the position of Chairman again, seconded by Chris L., voted unanimously in favor, so declared by the Chairman.
David C. made a motion that David M. remain in the position of Vice Chairman, seconded by Paul M., voted unanimously in favor, so declared by the Chairman.

Forms for Signing:
February 25, 2010 Meeting Minutes:  Paul M. made a motion to accept the minutes as written, seconded by David C., voted unanimously in favor, so declared by the Chairman.
2nd December 2009 Sewer Purchase Journal:  Christopher L. made a motion to accept the December 30 2009 sewer purchase journal as printed, seconded by David M., after some discussion regarding retirement expenses and Pioneer Products, voted unanimously in favor, so declared by the Chairman.
February 2010 Sewer Purchase Journal:  David M. made a motion to accept the sewer purchase journal as printed, seconded by Paul M., after some discussion regarding various vendors, voted unanimously in favor, so declared by the Chairman.
December 30, 2009 and February 2010 Water Purchase Journal:  David M. made a motion to accept the December 30, 2009 and the February 2010 water purchase journals as presented, seconded by Kurt M., after some discussion regarding various expenses, voted unanimously in favor, so declared by the Chairman.
R11S 414 and 416 Abatement Requests:  David C. made a motion to refuse the abatement requests, seconded by Christopher L., after some discussion regarding the issue and the water usage at the properties, Theodore G. made a proposal to offer the owners the abatement in the amount of one half of the overage fees. There was much discussion regarding the problems at these properties and others in town. Voted one in favor, 5 opposed, the motion fails, so declared by the Chairman.
Paul M. made a motion to draft a letter to the homeowners stating that they have 60 days to replace the line and when the line is replaced ½ of the overage charge will be abated, if it is not replaced within 60 days the total amount will be due and the water will be turned off until the line is replaced, seconded by Kurt M., after some discussion regarding the issues with the line, voted unanimously in favor, so declared by the Chairman.

Wastewater Treatment Highlights:  Dave B. reported that he had done very well with his DES inspection and there were no issues that needed responding to for the first time since he has been Superintendent.
Dave B. reported that RDA had called and would like to meet with the Commission about the funding for the upgrade project, and perhaps having an Earth Day Event in Sunapee.
Dave B. reported that he has been thinking about what to do with the large geo-bags at the plant and that he can take the contents of the bags to Claremont or could pay $1,000 to have the sludge in the bags tested to see if it meets requirements for land application. The Commission agreed that taking the sludge to Claremont would be the way to go.

Water Treatment Highlights:  
Dave B. reported that the turbine is running and has a small rattle in it that could be a
coupling or a bearing.
Dave B. reported that he and Theodore G. had met with the Fire Engineers about the leak in
the concrete storage tank. There was some discussion regarding not needing the tank and
much discussion regarding fire flows.
Dave B. stated that he needs to purchase a new ph and chlorine analyzer for Georges Mills as
the old one is becoming a problem. Dave B. reported that the cost to replace the unit is $4,000 and that he would like to replace it with 2 separate units for a total of $4,269. David M. made a motion to purchase the units, seconded by Kurt M., voted unanimously in favor, so declared by the Chairman.
Dave B. stated that he is thinking of using a contractor to do the work of changing out lines to 3 houses in Georges Mills in order to abandon an old 4” line that is having issues. There was some discussion regarding the cost of the project and insurance. The Commission would request a certificate of insurance and depending on the cost of the project would want several quotes.
There was some discussion regarding the property on Prospect Hill Road with a business that was in question by the planning and zoning board. The Commission is confident that the business is outside of the 500 foot buffer zone for the wells in Georges Mills and agrees that Dave B. should inspect the business for best management practices if it continues to operate as a body shop in the future.

Old & New Business:  There was some discussion regarding the Wastewater Treatment Plant upgrade and the possible need for special meetings to keep the project running along smoothly. David M. stressed the need for having full Commission availability for these meetings, and perhaps giving Theodore G. the authority to sign on behalf of the Commission to keep things moving along as needed.
It was decided that Friday would be a good day for Theodore G., David M., and David C. to meet with RDA in Concord.

7:00 p.m. Kurt M. made a motion to adjourn, seconded by Paul M., voted unanimously in the affirmative, so declared by the Chairperson.
